Click on the «Badges» link in your profile at the top of the right-hand column or select «Badges» from the drop-down menu which shows your name



A page displaying the «Badge Status» tab will show you which badges you can create. Click on the badge which is available for creation in order to get its details, and then click on the blue «Create badge» button
